This won't work as the actual flow rate differring by as little as 1L/h will cause you major problems The only other way I can think of is have the sump higher than the tank, drill that and pump water from your tank to the overhead sump. Last time I heard you weren't into the briney I'd do an overflow box for freshwater but never for salt water - too many creepy crawlies that like to crawl in an block things...
