In a heated tank you could keep a small school of tetras. A beta might go ok with tetras, or dwarf puffer fish, guppies even. Just some ideas. Someone will say, if I've mentioned unsuitable ones. And i think an 11L tank is actually 3 gal or close to Do be careful you dont overstock whatever you decide on.
