Head on the eastbound MRT train and get off at station# E12 Pasir Ris. There are regular courtesy buses that will take you to a industrial area with several aquarium retailers and breeders all in the one spot. You do not have to spend a cent while your out there, however you would be silly not to take the opportunity to buy some fishy gear, as everything is dirt cheap compared to local LFS prices.
