I have read that marine fish keepers feed algae eaters "Nori" which is the seaweed stuff used in Sushi. You can buy it at the asian supermarket or these days probably at any supermarket. Im not sure about Kelp - its usually a bit (lot) thicker than the dried nori used in Japanese cooking. Being i diver i hope you are not talking about bull kelp. That stuff is very thick... We feed it to the dogs, provides iodine and other trace elements. People take it too. I put some in a tank of Rustys and although they seemed not to eat it it did no harm either. Craig.
